Biden won’t be on New Hampshire primary ballot after calendar change

President Biden plans to officially drop the New Hampshire Democratic presidential primary as the Granite State battles with the Democratic National Committee to retain its longtime position on the nominating calendar.

The Biden campaign told New Hampshire Democratic Party Chairman Ray Buckley on Tuesday that the president would “abstain from submitting a Declaration of Nomination” to comply with the DNC’s new schedule, which makes South Carolina the first contest on Feb. 3, 2024.

“Even if the president wants to participate in the primary election, he is responsible as the Democratic candidate for President to comply with the Rules for the Election of Delegates for the 2024 Democratic National Convention,” Biden campaign manager Julie Chavez Rodriguez wrote Buckley.

“On October 24, 2023, the Rules & Bylaws Committee of the Democratic National Committee issued guidance urging Democratic campaigns to refrain from placing candidates’ names on the ballot.”

Top Democrats in New Hampshire are likely to mount a write-in campaign on behalf of Biden. Rep. Dean Phillips (D-Minn.) is expected to appear on the state ballot as part of his late primary challenge to the president.

The DNC’s calendar change boosted the state credited with saving Biden’s 2020 presidential campaign after finishing fourth in the Iowa caucuses and fifth in the New Hampshire primary.

South Carolina is also the home state of DNC Chair Jaime Harrison.

Party officials argue that South Carolina is a better place for a primary because of its more diverse population than either Iowa or New Hampshire.

However, New Hampshire law requires the state to hold a presidential election on “the second Tuesday in March or on a date chosen by the secretary of state who [seven] days or more immediately before the date on which any other state will hold a similar election, whichever is earlier.”

The state of New England has held its first primary every presidential cycle since 1920.

“The reality is that Joe Biden will win the NH FITN Primary in January, win the renomination in Chicago and be re-elected next November,” Buckley said Tuesday afternoon on X. “NH voters know and trust Joe Biden that’s why he’s leading [former President Donald] Trump in NH by double digits.”

“President Biden’s decision to distance himself from New Hampshire’s ‘First-in-the-Country’ Presidential Primary voters was not unexpected but still disappointing,” Secretary of State David Scanlan said in a statement.

“Despite all the rhetoric about diversity in the presidential nominating process, this issue is really about who ultimately determines the candidate – the national political party or the voters.”

The new DNC calendar has the South Carolina primary followed on February 6 by Nevada and New Hampshire, with the Michigan primary on February 27.

Both parties will hold their Iowa caucuses on January 15 this year, with the New Hampshire Republican primary likely to be held later this month.

Currently, the only Democratic challenger eligible to be declared to Biden is author and spiritual teacher Marianne Williamson, who is attracting about 9% support nationwide, according to RealClearPolitics.

Despite his plans to cancel the New Hampshire primary, the Biden campaign emphasized that he “looks forward to putting his name on the New Hampshire general election ballot as the Democratic Party candidate after officially securing [party] nomination.”

Biden, 80, has a 9.4 percentage point lead over Trump, 77, in the latest RealClearPolitics aggregate of the New Hampshire general election race.
