A Chicago man enjoying a slice of pizza was brutally beaten and robbed by two thugs in a brazen daylight attack caught on camera Monday — a day before the House Judiciary Committee visited the city to hear testimony about how “soft crime” policies have changed The Windy City became an “active war zone.”

The unidentified 33-year-old victim was walking down a residential alley in Bucktown around 2:55pm when two men ran up to him from behind and brutally punched him in the head.

Falling face first into the chain link fence, the victim screamed in shock as his attackers began raining down on him with their fists and feet.

“What the hell!” he was heard shouting. “Avoid me! Bastard!”

As the victim tried to fight back, the fight spilled into the hallway and he managed to take one of the attackers to the ground — until the other attacker started stomping on him.

“Let it go, let it go” the attackers were heard saying as they tried to remove the victim’s backpack, even as a car across the street honked its horn in an attempt to distract them.

The thief eventually managed to get hold of the bag and what appeared to be a mobile phone – but still gave one last swipe before calmly walking away.

The victim was happily eating a slice of pizza when his assailant ran up from behind and punched him in the head. The man tried to fight back his robber.

A witness in a car across the street told CBS News he stayed with the victim until police arrived, and despite some bruises he appeared to be fine.

Chicago police confirmed to The Post that the victim was taken to a hospital in stable condition.

No suspects have yet been identified, but five investigators have been assigned to the case.

The shockingly random attack is the latest example of a city ravaged by rampant crime.

There has been a disturbing 29% increase in major crimes — including murder, sexual assault, robbery, theft and aggravated battery — so far this year, compared to the same period in 2022, according to data from the Chicago Police Department.

Robberies in particular are up 24% this year, compared to the same period last year.

Since 2019, there has been a staggering 54% increase in major crimes across the city, according to the data.

The suspect tried to grab the victim’s backpack and dragged him across the hallway. The attacker repeatedly stomps on the victim as he tries to fight them off.

Meanwhile, just a day after the violent Bucktown robbery, the Republican-led House Judiciary Committee gathered in Chicago to hear testimony about how progressive policies have pushed back the crime epidemic.

The committee heard reports from victims of violent crime in the city, politicians and law enforcement agents.

“With all the policies and procedures in place, officers find themselves with their hands tied behind their backs,” Carlos Yanez Jr. testified, a retired Chicago cop who was shot four times during a traffic stop, while his partner, Ella French, was killed, WLS reported.

“Officers continue to catch violent offenders, but we find they are back on the streets committing more violent crimes, including murder,” he added.

Fox News contributor and political analyst Gianno Caldwell also testified, after the South Side resident lost his younger brother to gun violence in June 2022.

In a powerful speech, he laid the blame on the “decriminalization of misdemeanors,” progressive Cook County prosecutors “who refuse to prosecute,” and the city’s “no-chase policy” for police.

“These officials are recklessly ignoring the people they were elected to represent and as a result, bodies — mostly, Black bodies — are littering the streets of Chicago,” he told lawmakers.
