A California man who lost his wife and mother-in-law has been arrested on murder charges after dismembered body parts were found in a shopping center bin.

Samuel Haskell, 35, of Tarzana, was arrested on one count of murder at 11:30 a.m. Wednesday — about four hours after a homeless man looking for recyclables stumbled upon the torso, ABC 7 reported.

“A dismembered woman wrapped in a plastic bag. It was just outside the trash can,” LAPD Detective Efren Gutierrez told reporters.

Haskell’s wife, Mei Haskell, and her parents – mother Yanxiang Wang and father Gaoshen Li – had been reported missing before the gruesome discovery, officials said.

Authorities are still trying to identify the body, but believe it is Haskell’s wife. His parents are still missing.

“If a homicide suspect cuts up a body, it’s to delay identification,” said LAPD homicide Detective Efren Guttierez, KTLA reported.

The night before the torso was found, someone reported to police seeing a body in a black bag near Haskell’s home but when officers arrived the bag was gone, according to the store.

At about 6:15 a.m. Wednesday, the homeless man found human remains, which had been placed in a duffel bag and dumped in a dumpster about five miles from the Coldstream Terrace home.

The commercial area includes two banks, a hair salon and a family-style restaurant.

Police found the couple’s three children at school on Wednesday and turned them over to the Department of Children and Family Services, ABC 7 reported.

People who were in the area at the time of the discovery were shocked to hear about the body.

“I think it’s kind of weird to drive and get blocked down the road and into a little center here and to find out that there’s a body part there … in Encino!” a resident told ABC 7.

“We’ve had a lot of crime in Encino over the past few months,” the person added.

Investigators are still looking for tips and hope surveillance video will shed more light on the investigation.

Haskell is being held on $2 million bail at the Valley Jail in Van Nuys.
