A House-level vote will determine whether to open an impeachment inquiry against President Biden if the lower house decides to proceed with a congressional investigation, House Speaker Kevin McCarthy revealed on Friday.

“To open an impeachment inquiry is a serious matter, and House Republicans will not take it lightly or use it for political purposes. The American people deserve to be heard on this matter through their representatives,” McCarthy (R-Calif.) told Breitbart News.

“For that reason, if we move forward with the impeachment inquiry, it will happen through a vote on the floor of the Dewan Rakyat and not through a declaration by one person,” he added.

Opening an impeachment inquiry against the 80-year-old president would give him the power to subpoena witness statements and documents related to his investigation, which could focus on allegations of corruption involving the president in connection with the foreign business dealings of eldest son Hunter Biden.

Five resolutions have been introduced by Republican lawmakers since January aimed at impeaching the president for “high crimes and misdemeanors” related to his handling of the immigration crisis and his efforts to shield his family’s business dealings from congressional scrutiny and Justice Department investigations.

McCarthy’s outlined approach to opening an impeachment inquiry against Biden differs from former House Speaker Nancy Pelosi’s handling of former President Donald Trump’s first impeachment in 2019.

Pelosi (D-Calif.) announced by proclamation in September 2019 that six House committees would conduct an impeachment inquiry into Trump over his infamous phone call with Ukrainian President Volodymyr Zelensky, opting not to hold a full House vote to formally open the investigation.

McCarthy teased last week that the impeachment inquiry into Biden, related to his family’s business schemes and alleged corruption, could be discussed when the House returns to session on September 12.

“The credible thing is whether we’re doing an impeachment inquiry, give us the documents we’re asking for,” McCarthy told Fox Business host Larry Kudlow. “The whole determination here is how Biden handles this.”

“If they give us the document, there is no need for a dismissal investigation. But if they withhold documents and fight like they are now to not give the American public what they deserve to know, we will move forward with an impeachment inquiry when we come back into session,” the House speaker added.
