ICE admits record 5.7 million migrants in US — Biden wants to provide ‘medical services, housing’ to all

Immigration and Customs Enforcement (ICE) oversees 5.7 million immigrants in the US — who could soon be given free medical care, food and even housing by the Biden administration, The Post has learned.

A record number of non-detained immigrants monitored by federal agencies — 2.4 million more than before Biden became president — is buried in paperwork detailing the “Release and Reporting Management” (RRM) program.

The plan is for vendors to participate in ICE’s monitoring of immigrants through ankle monitors, phone apps and in-person check-ins.

However, this initiative also aims to provide various other benefits to non-citizens on the taxpayer’s dime.

The program would cost “billions” and effectively be a “welfare” program for immigrants who are not detained awaiting court dates, former ICE director Tom Homan told The Post.

“RRM is just a push by open border advocates to provide welfare benefits to 6 million people,” continued the former ICE director.

The RRM is expected to “replace all ICE non-detainer programs” and will “apply to the entire non-detainer docket,” an ICE question-and-answer form published in September reads, explaining: “The current non-detainer docket is 5.7M.”

Those held in ICE custody for processing at the border or in facilities awaiting deportation are not included in the 5.7 million figure.

Services for “all RRM participants” include “legal aid; psychosocial services; therapeutic services; medical services; food and clothing banks; housing; public transport information; parental information; educational information; and repatriation and reintegration services,” according to the RFI form published on August 17.

“This service is designed to improve participants’ compliance with immigration obligations through information, stabilization and support. Services will be individually tailored to the needs of each participant and may range from basic referrals to intensive direct assistance,” the RFI form reads.

Homan criticized the program for providing legal aid to immigrants crossing the border.

“They will provide legal aid to illegal immigrants at taxpayer expense to fight the government,” he said. All the services combined are “a massive giveaway that will cost billions of dollars.”

The number of migrants in the country under ICE surveillance totaled 3.26 million in fiscal year 2020 and has exploded to 4.7 million by fiscal year 2022, according to ICE records.

When immigrants are admitted to the US to claim asylum, most must check in with ICE on a regular basis at an office in the area where they live. Others have ankle monitors or have to check in through an app with facial recognition.

In 2021, each case manager will have an average of 125 people in the scheme to monitor, according to a fact sheet released by the agency.

In August, ICE sent Request for Information (RFI) forms to US “vendors” to gauge their interest in participating in the government-funded program.

The Biden administration is in the planning phase and has not yet launched the RRM, but plans to send a “Request for Proposals” to vendors in fiscal year 2024, the ICE Q&A form reads.

The RRM is intended to replace its “predecessor,” Alternatives to Detention (ATD), which was released in 2004, according to the RFI form. The new Biden initiative would “require additional funding” beyond what is currently allocated for ATD, the Q&A form said.

Only 194,632 immigrants are being tracked by GPS or other technology in the ATD program, ICE estimates in fiscal year 2023, meaning millions of immigrants are wandering the country undetected.

US Customs and Border Protection has found a record-breaking number of immigrants during the Biden presidency. In fiscal year 2022, the number of encounters will exceed 2.76 million, according to agency data.

The government previously admitted to losing track of 177,000 immigrants after they were released to the US, according to a Department of Homeland Security report.

ICE did not respond to inquiries from The Post at the time of publication.
