“The man then waved to the victim in the lobby to come to the door.”

He can be seen wiping a red hand on his shorts, the document said.

LaPere was found on the roof of his building “prone in a semi-clothed state” with trauma to his face, head and body, the charging application said.

“This crime scene consisted of bricks, blood, buttons, pants, 3 teeth, a broken hair clip and a pair of red shoes” like those worn by the CEO when he arrived home, the document said.

One victim of the horror, Jonte Gilmore, 26, described how his attacker also tricked his way into their home — then repeatedly raped Gilmore’s girlfriend before setting them both on fire.

Police didn’t appeal for help finding Billingsley, however, until LaPere’s murder – after which they warned he might be “armed and dangerous” and someone who “would kill and he would rape.”

The delay in appealing for help to find him sparked outrage in the town, especially given Billingsley’s fearsome rap sheet.

Acting Baltimore Police Commissioner Richard Worley defended his decision Thursday, saying officers thought they were close to catching him and didn’t believe he would have committed a “random act” before LaPere’s body was found.

“If I think we made a mistake, I’ll tell you we made a mistake,” Worley said.
