Pennsylvania cop arrested for improperly committing ex-girlfriend to mental facility: DA

A married Pennsylvania State Police trooper is facing false imprisonment charges after he allegedly violently detained his ex-girlfriend and committed her to a mental health treatment program under false pretenses.

Ronald Davis, 37, was arrested Thursday on charges he abused his authority to carry out a botched removal that left his ex-girlfriend improperly trapped in a medical facility for days, the Dauphin County District Attorney’s Office said.

Davis reportedly told her: “I know you’re not crazy, I’m going to paint you crazy” which led to forced medical treatment, the victim alleged, according to court documents released by the district attorney’s office.

His efforts to frame his ex began on Aug. 21 when he asked a fellow soldier for help because he said the victim — identified by the district attorney as MF — had mental health issues, according to a probable cause affidavit.

On the advice of state police, Davis, who was off duty at the time, contacted county officials through his police email account and identified himself as a trooper, seeking orders after he handed over texts purportedly from him in which he threatened to kill himself, according to court documents.

Once he got the order approved, the trooper pursued the woman, whom he dated for about four months, before uniformed troopers caught up to him, authorities allege.

“I’ll take care of it myself,” he allegedly said.

Davis and a fellow civilian found the victim in a picnic area in the state forest where he picked her up and carried her to his car before the two wrestled on the ground, the affidavit said.

Davis is seen sitting on top of her ex as she claims he slammed her to the ground, according to footage recorded by the man with Davis and released by the DA’s office.

He also said he didn’t need help, and wanted to run away from the police.

“You’re crazy,” he said. “You’re really crazy … and then you paint me to look crazy.”

As he moved to free her, Davis tackled her and held her on the ground in a “wrestling-style hold,” the footage showed, according to authorities.

He said more than once “I can’t breathe” because he was on top of her.

When the two awoke, Davis held her down while saying repeatedly that she had done nothing wrong, according to the sickening footage.

“Why do you treat me like a criminal?” he said before uniformed officers arrived and took him to Lehigh Valley-Schuylkill Hospital.

MF appeared to be “completely at a loss as to why he was restrained,” the affidavit said.

He suffered injuries to his forehead, torso, back, buttocks, forearms, knees and lower body, according to the document.

The ex-girlfriend had been unconscious for five days and had not shown any suicidal thoughts during that time, according to medical staff.

He was released on August 26 and later interviewed by police.

Once police saw the text messages exchanged between the couple, they didn’t think there was any reason to force her into treatment, police said.

Her allegedly “suicidal” messages that Davis used against her appeared to be hypothetical and part of a larger argument about their deteriorating relationship, authorities said.

“While Trooper Davis provided text messages from [the victim] … and claimed they were suicidal, he failed to provide the full context of the message,” the affidavit claims. “In fact, the text message was the culmination of a larger domestic dispute between him and the victim. Taken in context, the text reveals his frustration with Trooper Davis and his controlling behavior … not an actual desire to harm himself.”

Davis, who prosecutors said was married into the family, faces charges of felony strangulation, unlawful restraint, false imprisonment, simple assault, recklessly endangering another person and official oppression.

He was remanded without bail following Thursday’s arraignment, the DA’s office said.
