Chechen leader Ramzan Kadyrov, a key ally of Russian President Vladimir Putin, has called for the death penalty for family members of suspected criminals who cannot be found.

During a meeting of the Interior Ministry of the Chechen Republic on December 30, Kadyrov told security commanders that relatives are acceptable recipients of punishment for uncaptured criminal suspects.

“If someone violates public safety, officials or tourists, and if we do not find the offender, we will not continue to look for them, but we will definitely find their relatives,” Kadyrov said, according to a translation from News Week.

He continued, “As has been the custom since time immemorial, if one of the relatives commits an offense and the criminal cannot be found, their brother, their father will be killed.”

The comments were reportedly related to the region’s plans to ensure public safety over the holidays.

“Therefore, our blood feud will be repaid quickly. Otherwise, someone kills someone and lives with impunity, and their relatives start letting them go,” Kadyrov said.

He continued, “No denial of brotherhood is effective until we kill someone from their family and take the right of blood feud.”

Kadyrov is a close ally of Putin, who appointed him to govern the restive Chechnya in 2007.

The Muslim-majority republic has been fighting alongside Russia in Ukraine since the start of the invasion.

Russia fired hypersonic ballistic missiles at two of Ukraine’s largest cities on Tuesday morning, killing at least five people and injuring at least 130, officials said.

Ukrainian President Volodymyr Zelensky said on social media platform X that four civilians were killed after a hypersonic Kinzhal missile that can fly at 10 times the speed of sound hit Ukraine’s capital Kyiv and its second-largest city Kharkiv.

“So far, 92 people have been reported injured. They are all receiving help. Unfortunately, four people were killed. My condolences to their families and loved ones,” Zelensky said. The death toll has been updated to five.
