Robert Garrow Jr. was born on March 4, 1936, in Dannemora, New York, to poor farmer Robert Omer Garrow and his wife, Margaret. Suzanne Basso, his eldest sister, would eventually become the mother of another killer. Garrow later claimed that his parents were terrible disciplinarians who often physically assaulted their children with anything they could get their hands on, including bricks. His siblings have confirmed his story. He died on September 11, 1978.

Garrow moved back to New York in 1957 when he married and had a son. His life did not improve; she was laid off from several menial jobs, including one at a fast food restaurant she had robbed, and she was in an abusive relationship with a man she later described as sadistic. In 1961, Garrow was arrested for rape. He pleaded guilty to first-degree rape and was sentenced to between 10 and 20 years in prison. Garrow was granted parole in 1968. He committed several rapes shortly after his release, and many of his victims were minors.
He was arrested for raping two pre-teen girls, but he jumped bail and escaped. Garrow killed four people in July 1973, including a young woman he kidnapped and brutally raped before being killed, and a high school-aged camper days later in the Adirondacks. Three witnesses fled and called for police help, sparking a twelve-day statewide manhunt that was the most intense in New York State history at the time. Roadblocks were placed at intersections around the Adirondack Park, forcing vehicles to open their trunks so law enforcement officers could inspect them closely. Motorists are urged not to stop for anyone walking near the road in case Garrow pretends to be a hitchhiker. Environmental Conservation Officer Hilary J. LeBlanc cornered him in the woods 60 miles (100 km) north of the crime scene and shot him in the leg, arm and back. He survived, claiming to be semi-paralysed.
