Speaker Mike Johnson proposes unusual plan to prevent a government shutdown

House Speaker Mike Johnson unveiled an extraordinary short-term spending plan on Saturday that would prevent a government shutdown on Nov. 17 — and give the divided Republican caucus more time to negotiate their budget-cutting goals.

The bill, known as a continuing resolution, would fund non-controversial parts of the federal government’s budget — such as the Food and Drug Administration and Veterans Affairs — at current levels through Jan. 19 of next year, while extending spending on other programs through Feb. 2.

Johnson called the two-step structure “a necessary bill to put House Republicans in the best position to fight for a conservative victory.”

“The bill would put an end to the absurd holiday omnibus tradition of big, loaded spending bills introduced just before the Christmas break,” he argued in post on X.

But the measure contains no aid for Israel and no additional funds for Ukraine, which Johnson has insisted be debated separately.

The new approach is designed to break Congress’ longstanding pattern of passing omnibus spending bills under the pressure of a looming federal shutdown — bills that don’t allow debate on certain budget items.

Instead, fiscal conservatives want the House and Senate to negotiate separately and pass 12 common funding bills, each covering a specific part of the federal government.

The House will vote on the bill on Tuesday – three days before federal spending is set to stop at midnight Friday.

White House Press Secretary Karine Jean-Pierre described Johnson’s plan as “not serious.”

“This proposal is just a recipe for more Republican chaos and more shutdowns,” he lamented.
