Chandigarh University MMS Scandal
On September 17, 2022, in the girls’ hostel of Chandigarh University, a female student accused another girl of making a video of her while she was taking a shower. While taking a shower, the female student discovered that another female (a first year MBA student at the university) had placed a mobile phone in her bathroom. He was surprised to see her and immediately asked the accused girl about the phone. She then contacted the other girls from the hostel, and they started asking the accused girl about the whole thing. Later, a video of the girls from the hostel went viral on social media where the accused girl was interrogated by her fellow hostel. Initially, the accused girl said that she made the video herself for her boyfriend. The girls then called their warden Rajwinder Kaur, and when the warden sternly asked the accused girl about the same, she accepted that she had videotaped the girls. The same video went viral on social media where the accused girl was seen confessing that she made the video and sent it to her boyfriend Sunny Mehta from Shimla.
He then opened his WhatsApp chat where a man named Rankaj Verma asked for a video of the girl.

The female accused said that the man blackmailed her to make a video. Later, he accepted that he had been making videos of the girls bathing for the past few months. Around 60 girls live in the same hostel where the accused girl lives, so it is assumed that she has made videos of around 60 girls. The warden then took the matter to the management team of the university, and the management then filed a complaint against the girl at the Mohali Police Station under Section 354-C of the IPC and IT Act. As soon as the matter became heated in the university, the accused girl was locked in a room to save her from other students. Then, one of the university students said,
The dormitory where the incident occurred was a male dormitory until the last session. This year, it was converted into a girls’ dormitory as the enrollment of girls increased. Restrictions were not made in his bathroom because of the Male Dormitory. The new students came here only a month ago and still, the shower area in the dorm bathroom is normal. Due to this, they could not find out about the video made by the accused girl. The girls claimed that many of the videos were also recorded through a crack in the bathroom door. There is no CCTV etc in this hostel, so it is almost impossible to verify all these claims.”
In the preliminary investigation, Mohali Police said that the girl did not make MMS and sent the video to her boyfriend. Some of the female hosts said that at first, the warden asked them to cover it up. Later, one of the female victims received a threatening call from Canada on her WhatsApp number. The girl was abused and threatened during the call. Soon, after this, the protests intensified, and no. of protesters increased to 5000. Some media houses even claimed that some female students committed suicide in the University hostel. However, in the press conference, police officials denied such claims and said that the girls had some medical conditions that led them to be taken to the ambulance. Meanwhile, Himachal Police started searching for male accused Sunny Mehta and Rankaj Verma in Shimla. Soon, Sunny was arrested from Dhali, Shimla, and Rankaj was arrested from Rohru, Shimla. After arresting them, the boys were handed over to the Punjab Police for further investigation. Regarding the arrest, DGP Himachal Pradesh said,
Punjab Police reached PS Rohru in Shimla. Accused Sunny Mehta was handed over to them. Zero tolerance for crimes against women. If any collateral evidence comes to us, we will take legal action.”
Rankaj Verma
Speaking on the matter, Himachal Pradesh Chief Minister Jairam Thakur said,
I have directed police officers to work with the Punjab Police. The kid who made the video viral, based on the information we have, is from Himachal. There will be legal action against him.”
According to Mohali Police, during interrogation Rankaj said that her picture was misused, and the WhatsApp account shown by the girl in the video was fake. When Sunny Mehta was questioned, he said that he did not make any viral video. Later, the three accused were produced in Kharar Court, Mohali, Punjab, and the court sent them to 7 days police remand. A 3-woman Special Investigation Team has been formed to investigate the matter. Initially, two videos were found on the accused girl’s cell phone; the first is her own and the second is another girl whose face is not visible. University officials then suspended 2 wardens, and another warden was changed overnight. The university announced a university holiday from 19 September 2022 to 24 September 2022. Earlier, university pro-chancellor Dr RS Bawa said,
The rumor that 60 problematic MMS have been identified about students is incorrect. There is only one video of the accused himself, as far as our investigation has shown. He had never recorded anyone else on tape before.”
