Terri L. Steffen was born in Minneapolis city of Minnesota, US. She grew up and graduated from a high school in California. She is an alumna of Stanford University. As a child, she often spent her summers with her family in Crosslake city of Minnesota.

The couple moved to St. Petersburg after their marriage. In 1984, they moved to Sacramento to be close to her father. In 1986, they moved to Tampa, where they built their now-sold mansion in Avila. The couple has two sons, Dan Bilzerian and Adam Bilzerian. She also has two grandchildren named Everett Bilzerian and Ares Bilzerian (sons of Adam).

  • Her father, Harry, was a successful entrepreneur and owned Mount Rushmore, Tablerock, Brainerd & Lakeline Helicopter Companies. He also started a real estate firm in California as Steffen Ranch Inc., a water drilling company named Peters Drilling & Pump, and excavation company named Ryberg Construction Inc., and revived a logging and lumbermill company named Gene West Inc. He was also the President of National Farm Stores Inc. and developed shopping centres across Canada for farmers. Harry also served in World War II as a chief petty officer aboard the USS Tennessee, the lead ship of the Tennessee class of dreadnought battleships for the US Navy.
  • In 1986, her husband, Paul Bilzerian, was charged with stock parking and was convicted of 12 counts of violating securities and tax laws, conspiracy, and making false statements to the federal government. After he completed serving four years in prison and a fine of $1.5 million, a civil suit was filed against him by the SEC (U.S. Securities and Exchange Commission) on identical charges and ordered to disgorge $62 million, a decision that led him to file for bankruptcy.
  • In 1995, Terri and her husband, Paul, established the Paul A. Bilzerian and Terri L. Steffen Family Trust of 1995, which was the limited partner of Overseas Holdings Limited Partnership, owned by Overseas Holding Company that owned stakes in Cimetrix, a Utah-based software company of which Bilzerian was once president. The trust worthed $11.96 million in Cimetrix stock. When Paul filed for bankruptcy in 2001, it was speculated that he had moved his funds to the trust (which was supposed to be for his children), one of his mediums to hide his assets and not give the disgorgement of $62 million to the SEC. 
  • Terri’s name was linked to many companies. According to the corporate filing, she formed Caligula Corporation (a company dissolved by the Florida Secretary of State in 2013) in 2005. Caligula was handed over to Adam by Terri, and Adam gave it to Dan in 2006. She was the sole stockholder of Bicoastal Holding Company that had lent $90,000 to the Overseas Holding company, owner of the Overseas Holdings Limited Partnership that was in partnership with Bilzerian and Steffen family trust of 1995.
  • While studying at Stanford, Terri and Paul used to ride a bicycle to do the chores. According to Paul, Terri used to ride on the handlebars and balanced laundry as he peddled the bicycle.
  • In January 2002, Paul was released from prison under the agreement that Terry would sell their Avila residence and split the proceeds with the SEC. Their Avila mansion was of 28,000 sq. ft. in the area and contained 10-bedroom, 13 bathrooms, and six half-bath. The mansion with indoor basketball and racquetball courts, four fireplaces, and a wine room, was sold at $2.85 million in 2016.
