On 26 May 2022, he was appointed as the Lieutenant Governor of Delhi.

JK group
Vinai Kumar Saxena, in 1991, started working as an assistant officer in Rajasthan’s JK Group at the White Cement Plant. He worked there for almost 11 years performing various roles. In 1995, he was selected as general manager to look after the proposed port project in Gujarat. With high work efficiency and dedication to his work, he was later promoted to CEO and later as director of the Dholer Port Project.
National Council for Civil Liberties (NCCL)
In 1991, he founded the National Council for Civil Liberties. The non-profit organization is strongly against social activist Medha Patkar for her Narmada Bachao Andolan for the welfare of Adivasis. Gujarat was hit by a strong earthquake on January 26, 2001. NCCL sought the help of a well-known organization called “Earth Center” in Hyderabad, which specializes in interpreting satellite photos, to investigate the impact of the earthquake on SSP using satellite imagery. He is also involved in Gujarat and Rajasthan water resource planning and water warehouse management. NCCL commissioned a research in 2003 named “Trishna” to send unused water to the arid districts of Gujarat and Rajasthan, to catalyze the process of greater scientific understanding of environmental concerns by highly qualified Indian and foreign scientists. In 2004, Vinai Kumar Saxena’s NGO in Ahmedabad came up with ‘Mission ENDURE (Ensuring Dust Reduction).’ The vision behind the launch of the project is based on a very simple and feasible methodology to pave road shoulders throughout the city with environmentally friendly materials, thus eliminating the assimilation of dust, and subsequently, preventing the increase of dust by vehicles and pedestrians. The project received global recognition with high praise and it even won the UN-“Dubai Habitat International Award.” On 21 November 2014, he launched another project named ‘Rainbow Hills’ from Vanaj village, in Sabarkantha district of Gujarat. The project aims to rebuild/renovate and modernize a tribal house in the Vanaj Adivasi village, located on a small hill overlooking a large lake. Adivasis built 12 selected houses in Vanaj using mud for walls and local wood for ceilings. The rotting and dusty house was not fit for human habitation. In a record time of three months, NCCL completed the repair and reconstruction of these 12 houses. Repairs of walls, floors, roofs, verandas, and other structures including toilets have been completed as part of the programme, The aim of the scheme is to provide basic amenities to the underprivileged Adivasis while preserving their culture, customs and environment. These adivasis are also encouraged to rent a room in this reconstructed housing to encourage tourists to supplement their income.
Khadi & Village Industries Commission (KVIC)
Vinai Kumar Saxena, in 2015, was appointed as the Chairman 0f Khadi & Village Industries Commission (KVIC), an organization within the Ministry of Medium, Small and Micro Enterprises, Government of India, which is responsible for creating jobs in rural areas through the implementation of Khadi and Industries programs village He launched several innovative employment generation schemes such as ‘Honey Mission’, ‘Kumhaar Sashaktikaran Yojana’ and ‘Leather Artisan Empowerment Scheme’ under his leadership. He massively promoted Khadi among the public sector and government departments, securing major orders from companies like Air India, ONGC, REC, PMO, Railways, Ministry of Health, Department of Posts and Telegraphs, etc. He also produced e-governance and e-portals for distribution of subsidies to entrepreneurs, Khadi institutions, and artisans to the Khadi sector, bringing transparency and ease of implementation. One of his best known ventures while working for the commission was opening up Khadi for sale through franchises, malls and retail chains. Khadi was sold at Khadi Korners in Globus, NOIDA, Chennai, and Ahmedabad, with the help of Retailers Association of India. Khadi Korners also opened in Apna Bazars around the state.
Under his tenure, KVIC’s turnover increased by 248% while 40 lakh new jobs were created in just seven years. In 2021-22, KVIC achieved a historic turnover of Rs.1.15 lakh crore for the first time, the largest by KVIC and any FMCG firm in India to date.

Council for Scientific and Industrial Research (CSIR)
On 9 September 2020, Saxena was elected as a member of the Council of Scientific and Industrial Research (CSIR) – the “Research Council” of the Himalayan Institute of Bioresource Technology. The Research Council is the highest decision-making body of the institute, with the mission of enhancing the bio-economy by using Himalayan bio-resources sustainably and discovering, developing and commercializing Himalayan bio-resource processes and products using advanced science and technology.
Lieutenant Governor of Delhi
Vinai Kumar Saxena was appointed as the Lieutenant Governor of Delhi on 26 May 2022. A press note issued by Rashtrapati Bhawan read,
The President of India has been pleased to appoint Vinai Kumar Saxena to be the Lt Governor of the National Capital Territory of Delhi with effect from the date he assumes the responsibilities of office.”
Vipin Sanghi, Chief Justice of the Delhi High Court, administered the oath of office and secrecy to Saxena. Delhi Chief Minister Arvind Kejriwal and his Cabinet colleagues, Union Minister Giriraj Singh, MPs and Delhi MLAs, and the city’s top bureaucrats all attended the event. Arvind Kejriwal, the Chief Minister of Delhi, took to Twitter to bid farewell to Vinai Kumar Saxena, the newly appointed Lieutenant Governor of Delhi. His tweet read,

I wish him the best in the future and wish him good health and long life. I welcome the newly appointed LG, Vinai Kumar Saxena on behalf of the people of Delhi. Vinai Kumar, soon after assuming office as Lieutenant Governor, transferred 40 top bureaucrats. The LG is in charge of the Central service department in the capital, and all transfers and postings are made at its discretion. There are 34 IAS officers and six Danics officers who have been transferred. According to sources, 14 officers from various states and union territories covered by the AGMUT cadre were deployed to Delhi a few weeks ago (Arunachal, Goa, Mizoram, and Union Territories). Delhi Lieutenant Governor Vinai Kumar Saxena visited the sanitary waste disposal site in Ghazipur and asked the workers to give an action plan to destroy the entire three garbage heaps in Ghazipur, Bhalaswa and Okhla within the next three days. According to a news release issued by the LG office in Delhi, he also ordered the formation of a dedicated team of officers to create an action plan with a timetable for completion. LG said,
LG has proposed using a reverse engineering model to ensure deadlines are met and goals achieved. The action plan to be submitted by the MCD will be regularly monitored by the LG himself and if necessary, he will visit the site to see the actual progress at regular intervals.”
He is working on a program that will involve Delhi residents, NGOs, scavengers and other civil society organizations in designing the city’s skyline and landscape to rid the city of waste piles at various locations across the National Capital.
Awards, Honors, Achievements
- In 2008, he received the “International Felicitation” from the United Nations Decade of Sustainable Development (UNDESD), UNESCO, UNICEF, UNDP, and the International Association of Educators for World Peace (IAEWP), the United States, (UN NGO), and Organization Social for Health – Human and Management (SOHAM) for “Outstanding Contribution to Environmental Protection and Water Security.”
- In 2007, he received the UN-HABITAT “Dubai International Award” for best practices in improving living conditions in Ahmedabad City through his project Mission ENDURE (Essuring DUst REduction), which was the first of its kind and size in the country to be launched by any NGO to reduce dust pollution with public involvement.
- In July 2000, UNESCO asked him to attend a workshop on ‘Smart Coastal Practices for Sustainable Human Development’ in honor of his work on water security in the Coastal Bhal region of Gujarat. This project successfully solves the problem of fresh water shortage in Bhal region.
- In April 2000, he was selected as one of the four judges for an important Joint Research Project in Yemen entitled “Characterization and Environmental Prioritization of Coastal Regions in the State of Yemen” by the “Third World Network of Scientific Organizations” in Italy.

- Vinay Saxena was nominated by HE the Prime Minister to serve on the ‘Empowered Committee’ for the review of the “Prime Minister’s Award for Excellence in Public Administration” from 2016 to 2020. This High Powered Committee, including the Additional Principal Secretary to the Prime Minister, Chief Executive Officer of Niti Aayog , and the Secretary of Administrative Reforms and Public Grievances, chaired by the Cabinet Secretary.
