Woman steals ambulance, honks and waves to bystanders before police chase and arrest: cops

A woman recently stole an ambulance in Southeast Washington, DC, and led police on a chase before being caught, according to authorities and video of the incident.

The incident involving the stolen ambulance, which was taken from the 3600 block of 22nd Street SE around 10:35 a.m. Wednesday, occurred while emergency crews were treating a patient in a nearby apartment building, according to authorities.

First responders were called to the scene after receiving a call for a “person down” inside the residence.

While treating a patient inside the complex, the woman was able to steal an ambulance that was left outside.

EMS personnel remained on scene and finished treating the patient, who was then transported by American Medical Response for additional treatment by other arriving ambulances, according to a statement released by the District of Columbia Department of Medical Services and Fire and Emergency.

The woman was identified by the Metropolitan Police Department as Francine Lula Hilton, 46, of Southeast Washington, DC, who, after stealing the ambulance, drove around the area as police chased her.

Following a police chase, the ambulance, which was reportedly undamaged, was found nearby at 22nd and Savannah Street, Southeast.

Hilton, who was arrested by police and taken in for questioning following the incident, faces multiple charges, including theft in the first degree, unauthorized use of a vehicle and fleeing from law enforcement.

Maurice Evans, who was working in one of the apartment units at the time of the incident, told NBC4 Washington he saw Hilton get into the ambulance and try to start the vehicle.

“I saw the woman standing there, and then she jumped into the ambulance, put on a uniform and [was] try to start it. I was like, ‘Oh, this is not good,’” Evans recalled.

Video from the incident shows Hilton driving an ambulance down the street honking and appearing to wave to bystanders.

Hilton was followed by five police officers and three motorcycles after he stole the ambulance, according to Kenneth Davis, another individual who spoke to NBC4.

No patients were in the ambulance when it was stolen, and no injuries were reported from the incident, which happened about five miles from Capitol Hill.

According to data from the Washington, DC Metropolitan Police Department, nearly all crimes have increased from this time last year.

As of November 15, overall violent crime in the capital was up 39%, while overall property crime was up 25%.

Motor vehicle thefts, in particular, are up 98% compared to the same time last year, the data show.
