A serial kidnapper allegedly kidnapped a woman, beat her with a baseball bat, poured gasoline on her and threatened to set her on fire while holding her in a separate garage for days, police said.

While she was handcuffed, other officers went into the garage and used a ladder to help Chloe Jones, 23, down from a partially hidden hole in the ceiling.
Jones and Mozingo were acquaintances, according to police, who said Mozingo kidnapped her after offering her a ride home in October.
Instead of taking her home, he allegedly drove her to an outside shed, where he locked her up for several days until she was found by the garage’s owner, who called the police.
“She was tied up, doused in gasoline and threatened to be burned,” her mother wrote on GoFundMe. “Chloe was beaten from head to toe with a baseball bat and fists. He was held at knifepoint dozens of times and threatened to have his throat slit.

“He had to urinate on his own because he was not given a bathroom break. My daughter choked several times while being told if she passed out he would cut her throat. He wanted her to be aware and be able to fully understand everything he was doing to her.”
Jones told Fox 8 it’s the thoughts of her son that keep her going.
“I think about him every day. I just see his face in my head every day,” he said.

And Mozingo allegedly used that against him. She told a local news outlet he taunted her with the idea of never seeing her son again
“It was very scary,” he said. “For fearing for your life so many times, I can’t count how many times he threatened my life.”
Mozingo was arrested and charged with assault, unlawful restraint, kidnapping, kidnapping, parole violation and escape.
He is being held in the Summit County Jail on $100,000 bond, according to jail records.
Mozingo has a long rap sheet including jail time for kidnapping in 2011, 2014 and 2019.
He also held a woman at knifepoint in a Walmart bathroom in 2017, records show.

During the most recent attack in 2019, he kidnapped his ex-girlfriend, beat her and left her unconscious and unclothed at his home in Canton, Ohio.
He served 18 months in prison before being released on parole, according to court records.
“There is no reason why this man should be on the streets,” Jones’ mother wrote in a GoFundMe post.

“He has proven time and time again that he WILL OFFEND AGAIN. They KNEW he was going to take another victim, and the justice system did nothing to stop him.”
Akron Police Capt. Michael Miller referred questions about why Mozingo could not receive a correction.
The Ohio Department of Rehabilitation and Correction did not immediately respond to questions.
But Miller said in an emailed statement that law enforcement “remains committed to the endless work to make the City of Akron safer for all.
“We are happy to have played a small role in helping this victim in this particular situation and wish him the best in his recovery and recovery.”
