Beverly Hills outlaws using Silly String, shaving cream on Halloween

Beverly Hills has a bone to pick with Halloween.

An upscale Los Angeles neighborhood on Tuesday banned Silly String, shaving cream and other similar items on the holiday, saying they cause too much chaos.

The Beverly Hills City Council voted unanimously to ban young comedians from using hair removal sprays and products on public or private property open to the public on Oct. 31.

The 24-hour ordinance is intended to “create a safe, family-friendly environment,” the city said in a news release.

“When used improperly, the products outlined in the ordinance may cause harm to individuals, property and/or the environment.” The ban only applies to those under the age of 21.

Additional Beverly Hills Police officers will be on the lookout this year for Silly String violators, who will be issued citations after an initial warning, Sgt. Dale Drummond said during a City Council meeting earlier this month, the Los Angeles Times reported.

The police were the first to suggest the strict rules, arguing that their previous All Hallows Eve had been plagued by the chaos.

Silly String, shaving creams and hair removal gels like Nair’s leave a residue that requires large amounts of water to clean up the damaged property, which then leaves contaminated runoff that can contaminate nearby waterways, officials said.

They also pose health concerns if they come into contact with someone’s eyes, while hair removal gels can be used maliciously on unsuspecting victims, according to Drummond.

Representatives for Beverly Hills — primarily home to the rich and famous — did not immediately respond to questions about whether aesthetics played a role in adopting the new ordinance.

Untidy items may be used without restriction on private property with the owner’s permission.

“Our main goal is for everyone to be able to come and enjoy Beverly Hills and be able to trick or treat,” Drummond said.
