Drunk ex-mayor leads cops on chase before crashing into parked tow truck

A drunken ex-mayor of a small Ohio town leads police on a high-speed chase — and tells them “what you’re doing is wrong” as he tries to flaunt his former position to avoid arrest.

Cathy Luks, who served as mayor of North Royalton from 1999 to 2007, was fired after police realized she was driving with an expired license plate Wednesday afternoon.

When an officer caught up with him, the 66-year-old man appeared dazed and confused — and uncooperative, body camera footage released by the Parma Police Department shows.

In the footage, an officer is seen approaching Luks’ vehicle at an intersection.

He asked the former mayor, “Can we get into this parking lot?” to which he replied, “No.”

The police then tried to explain to Luks that he was pulling him over “because you’re going 43 [mph] in 25 [mph] area.”

“Do you have your license with you?” he continued to ask Luks, who again replied, “No.”

At that point, the officer asked him where his driver’s license was, and again he replied, “No.”

Finally, he asked Luks if he could tow his car to a local park, and he said, “OK, sure.”

He was apparently looking for a gear change, when he rolled down his window and sped off, leaving the officer behind.

The cop then had to run back to his patrol car, where he turned on his lights and sirens, and followed Luks through a suburban neighborhood — reporting at one point that he was driving as fast as 65 mph.

But just about 30 seconds later, the police were able to catch up with Luks after he lost control of his vehicle, jumped the curb and crashed into a tow truck parked at an auto shop, according to Cleveland 19.

The police can then be seen on footage pulling Luks, who appears still confused, out of his car.

He tried to get her to sit in the back of the patrol car, but she refused – always asking for “her stuff back.”

At one point, he even asked the officer, “What is this?” to which he replied, “Handcuffs.”

“What?” he asked in disbelief. “You don’t remember taking off?”

Apparently beginning to understand what was happening, Luks decided to tout his former leadership.

“What you’re doing is wrong, let me tell you how it works,” he told police. “You know, I am the mayor of the city of North Royalton.

“I’ve been used by men, very used,” he said, prompting another arriving cop to turn to the officer whose body camera was recording the incident with a questioning look on his face.

Luks was charged with operating a vehicle while intoxicated, speeding, opening an alcohol container in a motor vehicle and driving with an expired license plate.

He has not yet made a confession.

The case is expected to go to a grand jury, which will determine whether Luks should also face criminal charges for failure to comply.
