Maine town manager drowns after rescuing 4-year-old son when both break through ice

A city manager drowned Friday — but not before rescuing his 4-year-old son after they both plunged through the ice of a Maine pond.

Kevin Howell, 51, and his son Sawyer were taking an early morning walk across part of Mount Etna when the ice collapsed under their weight, according to the Penobscot County Sheriff’s Office.

Howell pulled Sawyer out of the frigid waters, ordering him to run the 0.3 miles back to their Carmel home and get his mother.

The youngster bravely made her way to her mother, who called 911 and rushed to her husband’s aid, grabbing an anchor and rope on the way, police said.

After tying a rope to the shore and racing across the ice to reach Howell, the wife then tragically broke the ice herself and was unable to get out.

Fortunately, the sheriff of Penobscot arrived a short time later and managed to save Howell’s wife by crawling across the ice and using the same rope he had attached to her moments before.

Howell, however, has disappeared below the surface.

His body was found by divers just before 2pm, just 20 minutes after they entered the water and almost 8 hours after Howell broke through the ice.

At the time of his death, Howell was serving as city manager for Carmel, a city nearly 100 miles northeast of Lewiston.

He has held the position since 2015 and has been awarded several awards for his work in city government, including the city’s Leadership award in 2020, according to Carmel’s website.

Several city employees changed their Facebook profile pictures to images of the city emblem, along with black ribbons to represent mourning, in the hours after the tragedy.

Howell also served as a member of Maine’s second EMS Blue Ribbon Commission.

“Mr. Howell was a visionary for the development of his community’s regional EMS system. We greatly appreciate his support of the Maine EMS Bureau, the state of Maine and the kindness he showed to his community and colleagues. Our deepest sympathies go out to his friends and family,” Maine said. EMS in a statement.

Etna Pond Etna Pond covers approximately 361 acres and is 12 feet deep and is a popular spot for ice fishing and surfing.
