Delaware state trooper indicted for ‘violent rampage’ against pair of teens over doorbell prank

A Delaware State Trooper accused of beating two teenagers in a “violent rampage” while arresting them after he became the “victim” of a ding dong ditch prank was indicted Monday.

Dempsey Walters, a Corporal assigned to Troop 6 in Wilmington, faces deprivation of civil rights and felony assault in addition to four misdemeanor charges because he was caught on body camera physically confronting two minors, including punching one in the face as they sitting in the squad car.

Attorney General Kathy Jennings condemned Walter’s “personal form of justice” and vowed the trooper would face punishment.

“Throughout the evening, the Defendant chose to dish out his own personal form of justice by going on a violent rampage, assaulting two defenseless minors, and attempting to conceal his wrongdoing,” Jennings said in a press release. “He will now face criminal consequences for his actions.”

Walters’, 29, ups and downs began on August 17 when he was off duty and returning home when he ran into a 17-year-old boy.

The two argued, and Walters called the Elsmere Police Department. Officers showed up and took the boy home, handing him over to his mother.

The next day while he was on duty, Walters used the Delaware Criminal Justice Information System (DELJIS) database to locate the man and found his address in New Castle.

While Walters was at work on August 21, four teenagers walked past her home and one of them, a 15-year-old boy named Jayden, covered his face and ran to the front door and kicked her once.

Walters’ girlfriend gave him a description of the ding dong ditch as he drove back to his neighborhood and was alerted to “some juveniles” running down the street near the boy’s home, where he met two New Castle police officers.

Jayden’s relatives and attorney revealed the teenager suffered a fractured right orbital socket, along with concussions and bruises on his chest, shoulder, and the back of his neck, according to 6ABC.

Walters was suspended without pay following the physical confrontation.

Following the month-long investigation, Walters was charged with Felony Violation of Civil Rights, Felony Felony in the Second Degree along with two Felony Misdemeanors in the Third Degree and two Official Misdemeanors, also misdemeanors, according to an unsealed indictment seen by The Post.

Walters was charged with Deprivation of Civil Rights after “depriving Victim Two (Jayden) of his constitutional rights under the law and causing serious physical injury.”

It was the first time the country used Denial of Civil Rights, a new law created following the killing of George Floyd by Minneapolis Police Officer Derek Chauvin, according to Delawareonline.
