More than a million people live in areas where Israel announced on Friday that civilians had 24 hours to evacuate.
As 300,000 Israeli soldiers gathered at the border, Israel extended the evacuation deadline several times.
However, many Palestinians refused to leave their homes, reportedly fearing they could be killed or injured on the escape route, the Washington Post reported.
